SN Arya approves ‘The Haryana Recovery of Damages to Property Act’
Governor of Haryana, SN Arya has approved ‘The Haryana Recovery of Damages to Property Act’ to enable the Government of Haryana to recover money from the protestors who damage the State’s public and private properties. The new law will empower the government to establish Claim Tribunals for the assessment of amount of damage done and award suitable compensation. The law has been passed in the wake of farmer’s protest in Haryana against the farm bills.

Government of Assam introduces a new system of ‘Guardian Ministers’
Assam Government led by Himanta Biswa Sarma has launched the ‘Guardian Minister’ system for proper and timely implementation of government schemes and plans. A total of 13 ministers of the state cabinet will take the responsibility of the 33 districts and will monitor the welfare schemes active in the districts of Assam. Each minister of the Assam Cabinet will be assigned 2-3 districts. The Guardian Minister will recommend district specific issues related to the budget allocation wherever budget provision is required.

Government of Manipur roll-out MHIM mobile app for the COVID-19 patients in home isolation
Manipur’s Chief Minister, N Biren Singh has launched Manipur Home Isolation Management (MHIM) application for the management of COVID-19 patients under home isolation. The application can be downloaded from www.mhim.in and will be made available on the Google Play Store. The app will monitor real time health data of the home isolation patients. The app will monitor pulse rate, SpO2, Body Temperature and Blood Pressure. The app will sound an alarm in the monitoring centre when a home isolation patient’s condition worsens.

Punjab government launches ‘Udaan’ scheme for distributing sanitary pads to the women
Government of Punjab led by Captain Amrinder Singh, has launched ‘Udaan’ scheme for distributing sanitary pads every month to the women across the state. The scheme was officially launched by the Minister of Social Security and Minister of Women and Child Development, Aruna Singh on 28th May, 2021 to mark the occasion of International Menstrual Hygiene Day. Under the scheme, sanitary pads will be distributed every month to the women and the girls for free for which a fund of INR 40.55 crores per annum has been allocated.
Karnataka launches India’s 1st city-wide environmental surveillance platform for COVID-19
Government of Karnataka in partnership with USAID has launched India’s city-wide environmental surveillance platform in Bengaluru for tracking COVID-19 at an early stage. The platform has been named as ‘Precision Health Platform’ which is also the first-of-its kind in Asia. The platform will help the health officials of Bengaluru to make early preparations to deal with the surge in COVID-19 cases. The platform will test the sewage from sewered and non-sewered waste-water for identifying clusters of new infections and will also measure anti-microbial resistance of the population.
UP Government launches Bal-Seva Yojana for helping the children who lost their parents due to COVID-19
Government of Uttar Pradesh led by Yogi Adityanath has launched ‘Bal-Sewa’ Yojana for providing financial assistance to the children who lost their parents due to COVID-19 pandemic. The government will extend a monthly allowance of INR 4,000 to such children for meeting their daily requirements. The state will also provide a financial assistance of INR 1,01,000 to the girl child for their marriage. Under this plan, government will also provide tablets/laptops to the orphaned students pursuing higher education.

Government of J & K launches ‘SASCM’ scheme for helping the families that lost their ‘bread-earner’ in the COVID-19 pandemic
Jammu & Kashmir Government has launched ‘SASCM’ scheme for helping the families that lost their ‘bread-earner’ due to COVID-19. SASCM stands for Special Assistance Scheme for COVID Mortalities. The scheme will take care of the daily lives of the families that lost their only earning person. Under the scheme, INR 1000 per month will be granted to the spouse or the eldest member of the family. The government will also provide an yearly scholarship of INR 20,000 to the school students and INR 40,000 to the college students.
Governor of Gujarat approves Gujarat Freedom of Religion (Amendment) Bill, 2021
Acharya Devvrat, the Governor of Gujarat has approved the ‘Gujarat Freedom of Religion (Amendment) Bill, 2021’. The Gujarat Freedom of Religion (Amendment) Bill, 2021 penalizes the individuals involved in fraudulent or forcible conversions via marriage. As per the Bill, the accused or the individual aiding the accused will be imprisoned for 3-5 years and will be fined Rs. 2 lakhs. The newly approved bill replaces the Gujarat Freedom of Religion Act, 2003. If any organized is involved in forcible marriages for conversion then the in-charge of the organization will be imprisoned for 10 years.

Maharashtra Government launches ‘Mission Oxygen Self-Reliance’ for addressing oxygen shortage
Government of Maharashtra has launched ‘Mission Oxygen Self-Reliance’ for making the state self-sufficient in case of Liquid Medical Oxygen (LMO). The state government will provide incentives to the manufacturers of LMO. Its aim is to increase the oxygen generating capacity from 1300 Metric Tons (MT) to 3,000 MT per day. The incentives from the state government includes reduction in price of electricity and subsidy on interests for the Micro, Small and Medium Enterprises (MSMEs) with a fixed capital investment of not more than INR 50 crores.
Government of Madhya Pradesh launches ‘Ankur’ scheme for awarding individuals planting trees
Government of Madhya Pradesh led by Shivraj Singh Chauhan has launched ‘Ankur’ scheme for awarding the individuals who are involved in planting saplings across the state. The shortlisted individuals will be honored with ‘Pranvayu’ Award. Residents of Madhya Pradesh can participate in the state-wide plantation drive by registering themselves on the ‘Vayudoot’ app. The participants have to upload pictures of themselves while planting saplings and after 30 days of planting. Winners will be selected from each district of Madhya Pradesh.
Drive-in vaccination centre inaugurated in Delhi by Arvind Kejriwal
Chief Minister of Delhi, Arvind Kejriwal has inaugurated drive-in vaccination centre launched in Delhi by Arvind Kejriwal. The drive-in vaccination centre has been launched by Delhi Government in collaboration with Akash Healthcare upper Hospital. The vaccination centre will administer 40-50 doses per day for the initial 4-5 days which will increase to 300 doses per day to the individuals of the age group of 18-44. It is located at the Vegas Mall in Sector 12, Dwarka. Kejriwal is in talks with the manufacturers of Sputnik V for the centre.

AAP launches ‘Doctor Helpline’ in Punjab for providing information related to Mucormycosis
Aam Admi Party (AAP) has launched ‘Doctor Helpline’ in Punjab for providing information regarding Mucormycosis (Black Fungus) and COVID-19. It was launched by the President of AAP’s Youth Wing in Punjab, Gurmeet Singh Meet Hayer; State Vice President of AAP’s Medical Wing, Dr Charanjit Singh Channi and AAP’s State President of Medical Wing, Dr Ravjot. The helpline will enable the residents of Punjab to obtain information related to the treatment and prevention of Black Fungus and COVID-19.

Uttarakhand government announces ‘Vatsalya Yojana’ for the orphaned children due to COVID-19
Government of Uttarakhand led by Tirath Singh Rawat has announced ‘Vatsalya Yojana’ for the children that got orphaned due to COVID-19 pandemic. The plan will be implemented across the state from 30th May, 2021. Under the ‘Vatsalya Yojana’, the state government will bear the expenses of the orphaned children related to the education, maintenance and training for employment upto the age of 21 years. They will be provided with a monthly allowance of INR 3000 per month as a part of the plan.

Haryana becomes the 1st state to reimburse GST on donations related to COVID-19
Haryana has become the 1st state to reimburse the Goods and Services Tax (GST) paid for the donations related to COVID-19 to the state and state-run organizations. The reimbursement will be offered till 30th June, 2021. The main motive of the Haryana government is to encourage the corporations and NGOs to make efforts for helping the state combat the second wave of COVID-19 in India. GST on donations related to a list of 15 items will be reimbursed. Those 15 items are Ventilators, Remdesivir, Vaccines, Oxygen generators, Oxygen storage tanks, oxygen filling systems and oxygen concentrators.

Maharashtra Government approves land for National Institute of Medicinal Plants in Sindhudurg
Government of Maharashtra led by Uddhav Thackrey has approved the proposal for allocation of land for the National Institute of Medicinal Plants (NIMP). Government of Maharashtra has provided 50 acres of land in Adali village of Sindhudurg district which will be handed over to the Ministry of Ayurveda, Yoga, Naturopathy, Unani, Siddha, Sowa-Rigpa and Homeopathy (AYUSH). The proposed NIMP will act as a one stop centre for catering to all the needs related to medicinal plants and will also create employment.

Jharkhand tops in implementing the Smart City Project
According to the Ministry of Housing & Urban Affairs, Jharkhand has topped among 36 states and Union Territories in terms of progress in terms of progress made in implementing Smart City projects. The evaluation of the states was made on the basis of factors like plan implementation, tendering process, fund utilization etc. The Smart City Mission was launched in 2015 with an overlay of INR 48,000 crores. The main objective of the mission is to promote the development of sustainable cities for providing quality life to the citizens.

Karnataka tops in establishing HWCs under Ayushman Bharat Scheme
Karnataka has been ranked 1st in establishing a Health & Wellness Centre (HWC) under the Ayushman Bharat Mission in 2020-21. Karnataka’s Health & Family Welfare Department achieved all the targets set for the state by the Union Government. Ayushman Bharat was launched in 2018 with Pradhan Mantri Jan Arogya Yojana (PMJAY) and HWCs. Karnataka upgraded 3,300 HWC Sub-centers, 2,168 PHCs and established 5,832 HWCs. The HWCs in the state provide first aid during emergency, counseling for family planning and ENT Care.

Government of Bihar launches ‘HIT COVID’ App for monitoring COVID-19 patients
Government of Bihar led by Nitish Kumar has launched ‘HIT COVID’ app for monitoring the COVID-19 patients under home isolation across the state. HIT stands for Home Isolation Tracking. It has been developed by Bihar State Electronics Development Corporation Ltd (BELTRON) and will be administered by the Department of Health and Department of Information Technology. The app has been rolled-out across 5 districts- Nalanda, Gopalganj, Bhagalpur, Aurangabad and Supaul on pilot basis. The app will support the healthcare workers in monitoring the patients fighting COVID-19 remotely.

Government of Punjab launches ‘Corona Mukt Pind Abiyaan’ for the rural areas
Chief Minister of Punjab, Captain Amrinder Singh has announced ‘Corona Mukt Pind Abhiyaan’ for preventing the COVID-19 in the rural areas of Punjab. The campaign will be spearheaded by the Health and Rural Development departments with large scale mobilization of resources in the villages. The campaign will engage young volunteers, village police officers, ASHA and Anganwadi workers, school teachers and Community Health Officers. Rapid Antigen Test (RAT) kits have been mobilized to all the panchayats for testing of COVID-19 in the villages.
Government of Manipur rolls-out MOMA Market mobile app for delivering vegetables
Manipur Organic Mission Agency (MOMA) Market application has been launched by Manipur CM, N Biren Singh. The application will be governed by the Department of Horticulture and Soil Conservation, Manipur. The newly launched app will provide home delivery of fresh vegetables for daily consumption and also combat issues like distress sale of farm products during the ongoing pandemic. The farm products will be collected by the registered marketing agencies which will then be channelized to the customers ordering via MOMA Market mobile app.

Malerkotla becomes the 23rd district of Punjab on Eid-ul-Fitr
Malerkotla has become the 23rd district of Punjab after getting separated from Sangrur district. The announcement was made on the occasion of Eid-ul-Fitr. It was a long standing demand of the Muslim community of the Malerkotla. Declaring Malerkotla as an independent district fulfilled a pre-poll promise of Congress Party, Punjab and also paid a tribute to the Nawabs of Malerkotla and the glorious history of the place. Maharashtra Govt. introduces ‘Mission Oxygen’ to counter the 3rd wave of COVID-19
Chief Minister of Maharashtra, Uddhav Thackeray has introduced ‘Mission Oxygen’ to combat the 3rd wave of COVID-19. The aim of the mission is to increase the Liquid Medical Oxygen (LMO) production capacity of the state and country. Government of Maharashtra aims to ensure the production of 3,000 metric tons of LMO per day. The cabinet of Maharashtra has already sanctioned special incentives to industrial units under the Maharashtra Mission Oxygen Swavalamban including 100 % of GST waiver and 150 % in Marathwada and Vidarbha.
Punjab to become the 1st state to join the Global COVAX Alliance
Punjab is all set to become the 1st state in India to join the Global (COVID-19 Vaccine Global Access) COVAX Alliance. This will help the state combating the vaccine shortage and procuring the COVID-19 vaccines at the best prices. COVAX is a global initiative jointly led by World Health Organization (WHO), United Nations Children’s Fund (UNICEF), Global Alliance for Vaccines and Immunization (GAVI) and Coalition for Epidemic Preparedness Innovations (CEPI). Its aim is to accelerate the manufacturing and development of vaccines for combating COVID-19.

Assam gets its first female finance minister
Newly elected Chief Minister of Assam, Himanta Biswa Sarma has appointed Ajanta Neog as the finance minister of Assam making her the 1st female finance minister of the state. Ajanta Neog has served as Member of Legislative Assembly (MLA) for 4 times. She was elected to the state assembly from the Golaghat assembly constituency of eastern Assam. Himanta’s government aims to make Assam as one of the top 5 states of India in the next five years. Neog has also been an influential minister during the period of Congress government (2001-2016) led by Tarun Gogoi.
Tamil Nadu CM announces a solatium of INR 25 lakh for the families of the professionals who died on duty fighting COVID-19
Tamil Nadu’s new Chief Minister, M K Stalin announced a compensation of INR 25 lakhs for the families of 43 doctors who died on duty while serving the patients suffering from COVID-19 and fighting off the pandemic. He has also announced incentives to the doctors, nurses, lab technicians, testing staffs etc serving the state during the second wave of COVID-19 in India. The doctors, nurses, trained and qualified health workers and other medical staff will receive an incentive of INR 30,000, INR 20,000, INR 15,000 and INR 10,000 respectively for April, May and June.

MP govt. launches ‘Mukhymantri COVID Upchar Yojana’
Government of Madhya Pradesh has launched ‘Mukhyamantri COVID Upchar Yojana’ to provide free treatment of COVID-19 to the families belonging to the Economically Weaker Sections (EWS) category across the state. The scheme has three sections. Section-1 includes free treatment in the hospitals run by the medical colleges of the state, district and civil hospitals and Community Health Centers (CHCs). Section-2 includes reservation of 20 % of ICU and isolation beds of hospitals run by private medical colleges and private hospitals for free treatment. Section-3 includes reservation of 20 % beds of hospitals accredited under Ayushman scheme for free treatment of COVID-19.
Himanta Biswa Sarma to become the new Chief Minister of Assam
Senior Bhartiya Janta Party leader, Himanta Biswa Sarma will become the new Chief Minister of Assam. He will succeed the incumbent CM, Sarbananda Sonowal. Himanta was recommended by the outgoing CM as well as the other eminent leaders of BJP. Himanta Biswa Sarma left Congress party just before 2014 Lok Sabha polls. He led the ‘Congress Mukt Bharat’ Mission of BJP in the North East India. He is credited for the advent of BJP in the region since his switch.

Assam becomes the 1st state to launch online flood reporting system
Government of Assam has launched Flood Reporting and Information Management System (FRIMS). With this, Assam has become the 1st state to launch and adopt online flood reporting system. It has been jointly developed by United Nations Children’s Fund (UNICEF) and Assam State Disaster Management Agency (ASDMA). The real-time digital system will capture critical impact indicators during the floods. Assam is one of the North-Eastern states that face a deluge or severe flood situation every year. FRIMS will replace the existing manual flood control mechanism of the state.

Government of Telangana imposes a total ban on ‘Glyphosate’ following rampant usage
Telangana government has totally banned the controversial herbicide/ weedicide ‘Glyphosate’ after it was found to cause soil toxicity and human health hazards. The herbicide ‘Glyphosate’ is widely used by the farmers to kill the weeds growing in the fields of HTBt Cotton across the state. Telangana government has also warned the herbicide dealers that they will be punished for violating Insecticides Act, 1968. The herbicide has been also reported to cause pollution of fresh water sources. Prior to this the government allowed the use of Glyphosate in special cases but the exemptions were exploited leading to a complete ban on its use.
N Rangasamy becomes the Chief Minister of Puducherry for the 4th time
N Rangasamy has sworn in as the Chief Minister of Puducherry for the record 4th time. He is the also the leader of All India NR Congress (AINRC). He took his oath in the presence of Governor of Puducherry, Tamilisai Soundararajan. Rangasamy served as the CM of Puducherry in 2001-06, 2006-08, 2011-19. The AINRC alliance won 16 seats out of 30+3 seats in the Puducherry Assembly Elections conducted on 6th April, 2021. Puducherry was constituted to the Indian Union on 1st November, 1954.

Andhra Pradesh govt. collaborates with Essar for setting up steel plant
Government of Andhra Pradesh has collaborated with Essar Steel for establishing a steel plant in Kadapa District. AP Government selected Liberty Steel India Limited previously as the partner for the Joint Venture (JV) previously. But due to financial constraints and recommendations from SBICAP, Liberty Steel was replaced by Essar Steel. The proposed steel plant will be named after CM of Andhra Pradesh, YSR Jagan Mohan Reddy. The estimated capacity of the steel plant will be 3 MT/ annum. The plant will be set up at an estimated cost of INR 11,606 crores.
M K Stalin gets appointed as the new Chief Minister of Tamil Nadu
M K Stalin has been appointed as the new Chief Minister of Tamil Nadu. The Dravida Munnetra Kazhagam (DMK) leader was appointed by Governor, Banwarilal Purohit. He was unanimously elected as the Chief Minister of Tamil Nadu by winning 133 seats out of 234 assembly seats. He will swear-in as the CM on 7th May, 2021 at 9:00 AM. The DMK alliance secured 159 seats ahead of the majority mark of 118 seats.
Mamata Banerjee becomes the CM of West Bengal for the 3rd consecutive time
Mamata Banerjee has become the Chief Minister of West Bengal for the 3rd consecutive time. The Trinamool Congress (TMC) leader took oath for her third tenure in the presence of Governor of West Bengal, Jagdeep Dhankar. Mamata Banerjee registered a landslide victory by winning 213 seats in the eight-phased West Bengal Asembly Elections against the 77 seats of its arch enemy, Bhartiya Janata Party (BJP). Mamata Banerjee became the CM of Bengal for the first time in 2011 by ending the 34-year long regime of CPI (M).

Himachal Pradesh government initiates ‘Parvat Dhara Yojana’ for rejuvenating water sources
Government of Himachal Pradesh has initiated ‘Parvat Dhara Yojana’ for rejuvenating water sources across the state. The scheme aims to increase water level by retaining water for the maximum period. The scheme will be implemented in 10 districts on a pilot basis. A sum of INR 20 crores has been allocated by the state government for the proper implementation of the scheme. The scheme will be administered by the Department of Forest, Himachal Pradesh which will provide irrigation facilities in sloping fields by constructing water storage structures.
